Service Description
The Environmental Audit Certificate is issued to projects listed under Ministerial Order No. 001/2021 of 08/02/2021, which mandates certain projects to undergo regular environmental audits. These audits ensure compliance with environmental regulations and sustainable development goals.
Projects required to conduct environmental audits must submit their audit reports to the Rwanda Environment Management Authority (REMA) for certification.
Eligibility Criteria
To obtain an Environmental Audit Certificate, the project must:
Comply with the Land Use Master Plan
Submit an Environmental Audit Report : The report must be prepared in accordance with the approved Terms of Reference.
Implement Adequate Mitigation Measures : Ensure that environmental risks are managed effectively.
Application process and timing
Application Process
Submit a request to for guidance on the audit process.
Field inspection is conducted to assess project conditions.
Terms of Reference (ToR) provision – If eligible, REMA provides ToR for the audit.
Audit report submission by a registered and licensed EIA/EA expert firm.
Review of the report by REMA for compliance and accuracy.
Approval of the report if it meets all environmental requirements.
Issuance of the Environmental Audit Certificate upon successful approval.
Processing Time
The Environmental Audit Certificate is issued within 20 working days after receiving the complete audit report.
