Service Description

The authorization for single-use plastics and plastic carry bags is regulated under Law No. 17/2019 of 10/08/2019, prohibiting the manufacturing, importation, use and sale of plastic carry bags and single-use plastic items. This authorization allows limited use of plastics when no viable alternatives exist, ensuring compliance with environmental regulations.

Eligibility Criteria

To obtain authorization, the applicant must demonstrate that:

• No alternative packaging material is available in the local or international market.
• Lack of packaging material would have a direct and negative impact on the product’s quality.
• Plastic materials are requested by the direct user and will not be sold.
• The product is produced in Rwanda.

Note: Authorization for packaging goods meant for export is granted without further consideration, provided proof is submitted.

Application Process

1. Submit an application online via: https://licesensing.rema.gov.rw/login
2. Review of the application to verify compliance with the eligibility criteria.
3. Approval and issuance of authorization if all conditions are met.

Processing Time

The authorization process takes 7 working days from the date of complete application submission.
