REMA yongeye kuburira abagikoresha amasashi n’ibikoresho bya pulasitiki bikoreshwa inshuro imwe

Ikigo cy’igihugu cyo kubungabunga ibidukikije REMA kuri uyu wakane tariki 10 Nzeri 2020 cyatangiye igenzura ku iyubahirizwa ry’itegeko ribuza ikorwa, itumizwa mu mahanga, ikoreshwa n'icuruzwa ry'amasashe n'ibikoresho bikozwe muri pulasitiki bikoreshwa inshuro imwe.

Iryo genzura rirakorwa na REMA ku bufatanye bw’inzego zitandukanye zirimo Minisiteri y’Ibidukikije, Polisi y’u Rwanda, Urwego rw’igihugu rw’Ubugenzacyaha (RIB) n’abakozi b’uturere bashinzwe ibidukikije mu mujyi wa Kigali n’indi mijyi itandatu (Muhanga, Huye, Rusizi, Rubavu, Musanze na Nyagatare) yunganira uwa Kigali.

Itegeko N° 17/2019 ryo ku wa 10/08/2019 ribuza ikorwa, itumizwa mu mahanga, ikoreshwa n’icuruzwa ry’amasashe n’ibikoresho bikozwe muri pulasitiki bikoreshwa inshuro imwe.

Iryo genzura ry’iminsi ibiri rirakorerwa mu nganda by’umwihariko izikora imigati, mu maguriro manini n'amasoko atandukanye yo mu mujyi wa Kigali n'imijyi yunganira Kigali, hagamijwe kwibutsa ko amasashi n'ibikoresho bya pulasitiki bikoreshwa inshuro imwe bitemewe mu Rwanda.

N’ubwo itegeko rimaze igihe rimenyekanishwa mu buryo butandukanye, igenzura riri gukorwa n'ikigo REMA rigaragaza ko iryo tegeko hari aho ritubahirizwa, kuko kuko mu maguriro n’inganda nyinshi hagaragaramo ibikoresho n’amasashi bibujijwe.

Kuva muri Nzeri 2019, iryo tegeko ryatangiye gukurikizwa hagamijwe kurwanya ingaruka z’igihe kirekire ku buzima, ubukungu n’ibidukikije ziterwa n’amasashi n’ibikoresho bya pulasitiki bikoreshwa inshuro imwe bikajugunywa.

Umuyobozi wa REMA, Juliet Kabera, avuga ko guhagarika ikoreshwa ry’amasashi n’ibikoresho bya pulasitiki bikoreshwa inshuro imwe biri mu nyungu za buri wese, kuko ingaruka z’ibyo bikoresho bigera ku bantu bose mu buryo buziguye, n’ubwo ingaruka zitahita zigaragara.

Mu bikoresho bya pulasitiki bikoreshwa inshuro imwe bibujijwe harimo utuyiko, udukanya, udusahani n’udukombe twa pulasitiki dukoreshwa inshuro imwe dukunze gukoreshwa mu birori, imiheha ya pulasitiki, udukombe bapfunyikamo ibyo kurya (take away containers) ndetse na bimwe mu bikinisho by’abana.

Kuri ibi haniyongeraho amacupa y’amazi na fanta bikoreshwa inshuro imwe, udukoresho bakoresha bikurugutura mu matwi dukozwe muri pulasitiki n’ibindi bikoresho bya pulasitiki bikoreshwa inshuro imwe bikajugunywa.

Ubuyobozi bwa REMA bwatangaje ko abagikora, abacuruza n'abakoresha bene ibyo bikoresho bakwiye kubicikaho kuko itegeko ribibuza riteganya ibihano ku bataryubahiriza.

Ingingo ya 9 y’iryo tegeko ivuga ko umuntu ukora amasashe n’ibikoresho bikozwe muri pulasitiki bikoreshwa inshuro imwe ahanishwa gufungirwa ibikorwa, kwamburwa ayo masashe n’ ibyo bikoresho no kwishyura ihazabu yo mu rwego rw’ubutegetsi ingana na miliyoni icumi z’amafaranga y’u Rwanda (10.000.000 FRW).

Naho ingingo ya 10 ikavuga ko umuntu utumiza mu mahanga amasashe n’ibikoresho bikozwe muri pulasitiki bikoreshwa inshuro imwe ahanishwa kwamburwa ayo masashe n’ibyo bikoresho no kwishyura ihazabu yo mu rwego rw’ubutegetsi ingana n’inshuro icumi (10) z’agaciro k’ayo masashe n’ibyo bikoresho bikozwe muri pulasitiki bikoreshwa inshuro imwe.

Ni mu gihe umuntu uranguza amasashe n’ibikoresho bikozwe muri pulasitiki bikoreshwa inshuro imwe ahanishwa ihazabu yo mu rwego rw’ubutegetsi ingana n’amafaranga y’u Rwanda ibihumbi magana arindwi (700.000 FRW) kandi ayo amasashe n’ ibyo bikoresho akabyamburwa, naho umuntu ucuruza mu buryo butaranguza amasashe n’ibikoresho bikozwe muri pulasitiki bikoreshwa inshuro imwe agahanishwa ihazabu yo mu rwego rw’ubutegetsi ingana n’amafaranga y’u Rwanda ibihumbi magana atatu (300.000 FRW) kandi ayo masashe n’ibyo bikoresho akabyamburwa nk’uko ingingo ya 11 n’iya 12  z’iryo tegeko zibivuga.

Urwego rubifitiye ububasha ni rwo rugena uburyo bw’imicungire y’amasashe n’ibikoresho bikozwe muri pulasitiki bikoreshwa inshuro imwe byambuwe ababikora, ababitumiza mu mahanga, ababiranguza cyangwa ababicuruza.
