Rwanda pilots the second phase of Standardized Crediting Framework concept

Kigali, 15 November, 2018- From 14 to 15 November, 2018, REMA and the World Bank Carbon Initiative for Development (Ci-Dev) hosted a workshop to launch a new pilot project for carbon markets under the Paris Agreement.

This is part of Ci-Dev’s work on developing options to support the transition of the energy access carbon crediting programs under the Clean Development Mechanism, (CDM) to a new regime for crediting after 2020. The workshop follows Rwanda being chosen to pilot this programme, called the  Standardized Crediting Framework (SCF).

More than 30 people gathered to identify options for supporting the transition, including the members of the proposed Governing Board and Technical Committee for the SCF Pilot, which are drawn from government, civil society, academia and the private sector.

World Bank representative, Pablo Cesar Benitez, said  that outcomes from the workshop will support the further development  of the SCF for scaling-up energy access programs across Sub-Saharan Africa.

Officially launching the Rwanda pilot of the SCF, Deputy Director General, Faustin MUNYAZIKWIYE   thanked the World Bank Ci-Dev for choosing Rwanda to pilot this concept in Rwanda.

“The SCF concept is unique. Findings of this pilot programme will inform the world on the fate of CDM in the post-2020 period under the Paris Agreement, for which an implementation framework will be adopted during UN Climate Change Conference of the Parties, in Poland on December 2018,” said MUNYAZIKWIYE.

The SCF, a country owned and led process, combines the a variety of proposals for CDM reform to create a more streamlined and simplified approach to crediting for energy access together into a single package.

Th Rwanda Pilot follows the first Pilot in Senegal - which has been running since April 2017 and, focuses on the national electrification programs -  will focus on improved cooking stoves. The initial program considered under SCF Pilot is Inyenyeri CDM Programme of Activities (PoA), while future expansions of the SCF could incorporate other companies and cooking technology options.
