Director General, Rwanda Environment Management Authority
Juliet Kabera is the Director General of the Rwanda Environment Management Authority, to which she was appointed in May 2020. Prior to her appointment, she held the position of Director General of Environment and Climate Change at the Ministry of Environment. Juliet began her career as an Environment Management Officer, at a time when Rwanda was developing much of its forward-looking environmental institutions and policies and enforcement of different laws such as the 2008 law banning plastic bags in Rwanda and the 2019 law banning single use plastics. Juliet served as the Chair of the Executive Committee of the Multilateral Fund of the Montreal Protocol in the year 2019/2020.
Juliet KABERA graduated with a Bachelor of Science with a major in Biochemistry from Makerere University Kampala, in March 2002, and in June 2020 she graduated Masters in Conservation MBA at the African Leadership University
Mr. Faustin MUNYAZIKWIYE
Deputy Direct General
Munyazikwiye Faustin is Deputy Director General (DDG) of Rwanda Environment Management Authority (REMA) since November 2017 and holds a master’s degree in environmental management from University of Kwazulu Natal (South Africa,2010) and a Post Graduate Diploma in Human Resources Management from Maastricht School of management (Netherlands, 2008). He has a professional experience of more than 13 years.
Previously, Faustin has held a wide range of technical and senior management positions and responsibilities in the field of environment and climate change including 5 years as Director of climate change and international obligations Unit, 2 years as Environmental regulation and standard officer and 2 years as Environmental Impact Assessment Officer in Rwanda Environment Management Authority (REMA).
In addition to the duties of deputy director general of REMA, Faustin is the United Nations Framework Convention on Climate Change (UNFCCC) National focal point for Rwanda and Lead negotiator since 2012. He Coordinates activities of Green Climate Fund (GCF) NDA secretariat, Global Environment Facility (GEF) operation FP office, Clean Development Mechanism (CDM) on Carbon market DNA office for Rwanda and Climate Technology Center and Network (CTCN) NDE for Rwanda.

MUDAKIKWA Ruhanamirindi Eric
Environment Analytics and Lake Kivu Monitoring Division Manager
Mudakikwa Ruhanamirindi Eric is the Division manager of Environment Analytics and Lake Kivu Monitoring Division, the position he was appointed in April 2021, holding a BSc. in Biochemistry in 2010 from former Kigali Institute of Science and Technology now the college of Science and Technology in the University of Rwanda, a post graduate Diploma in Lake Ecology from Egerton University Kenya and MSc. in Business administration in 2017, from Mount Kenya University Rwanda campus.
Prior to his appointment in REMA, Eric worked as Plankton monitoring specialist, a position he held from 2016 in Energy Development Corporation Limited (EDCL) under Lake Kivu Monitoring Program, for the monitoring safety of the stability of Lake Kivu environment and its ecosystem from the Methane gas extraction. Eric began his carrier in private sector where he worked in SKOL brewery form 2010.
