The Government of Rwanda (GoR) through the Rwanda Environment Management Authority (REMA) will receive support from the International Development Association (IDA) for the implementation of the Lake Victoria Environmental Management Project Phase Two (LVEMP II).

The phase one of LVEMP was formulated and implemented by the three countries riparian to the shores of the lake (Kenya, Uganda and Tanzania). A key lesson learnt, was that there was need to address the transboundary environmental issues from holistic, basin-wide approaches. Hence, it was recommended that a new phase of LVEMP be formulated to include the two countries (Burundi and Rwanda) in recognition of their upstream locations. Like the other three riparian countries of the basin, Burundi and Rwanda faced several natural resources management pressures which, if not addressed, could lead to further resources degradation and subsequently economic and livelihoods decline not only within their national borders, but throughout the Lake Victoria Basin.

Project description

The Lake Victoria Environmental Management Project Phase II (LVEMP II) is being implemented in line with broad objectives of the East African Community. The LVEMP II Project development/global environmental objectives are to:

(i) Improve collaborative management of the transboundary natural resources of LVB for the shared benefits of the EAC Partner States; and

(ii) Reduce environmental stress in targeted pollution hotspots and selected degraded sub-catchments to improve the livelihoods of communities, who depend on the natural resources of LVB.

The project has got four main components, as listed below:

i. Component 1: Strengthening institutional capacity for managing shared water

and fisheries resources;

ii. Component 2: Point sources pollution control and prevention;

iii. Component 3: Watershed management;

iv. Component 4: Project coordination and management.

In line with the Government of Rwanda and the World Bank operational policies and procedures, REMA has prepared the following safeguards documents for the implementation of LVEMP II:

v Environmental and Social Management Framework (ESMF);

v Integrated Pest Management (IPM);

v Resettlement Policy Framework (RPF).

These documents will be disclosed at the World Bank Info Shop at the Headquarters in Washington DC. Copies of the above mentioned documents issued by LVEMP II are available at the offices of REMA and on the website www.rema.gov.rw.
