Environment Analytics and Lake Kivu Monitoring Division

Overview

This decision monitors the main risks associated with the methane extraction (deteriorate the lake stability and its ecosystem) and to develop an institutional framework for the bilateral management of the methane resource. It also addresses the issues of climate change. Furthermore, it undertakes and coordinates research, investigation and surveys for environmental management.

The main functions of the Division :

1. Monitoring lake Kivu consisting on  the following three main tasks:

  • On-plant inspections:
  • Inspect the plant for safety and environmental compliance
  • Monitor the plant operations for ensuring efficient and sustainable use of Lake Kivu resources

2. Near-plant monitoring:

  • Follow the re-stratification of the re-injected water

3. Lake wide and long-term monitoring:

  • Follow the development of the methane resource
  • Ensure the maintenance of the physico-geochemical stratification
  • Check the ecological integrity of the lake

4. Developing national capacity in Clean Development Mechanisms (CDM)

5. Assuring the secretariat of the Designated National Authority under the Kyoto Protocol’s CDM,

6. Coordinating the preparation and implementation of policy, strategy and regulatory frameworks and instruments towards mitigation and adaptation of the country on climate change.

7. Advising on opportunities and emerging issues related to climate change and climate change responses measures.

8. Conducting research to facilitate integration of environmental considerations into development policies, plans, programmes and projects

9. Facilitating research to address environmental degradation ( air, water, land, ….) for the purpose of rehabilitation

10. Undertaking and coordinating environmental research and cooperating with national and international organizations involved in research
